Residents of State Park Place should expect a letter from Collinsville within the next three weeks. The city is proceeding with steps to arrogate the unincorporated area to its south into the city's limits. At the strategic planning session on Tuesday night council members gave city staff sight to send letters to the residents of State Park in the next 30 days explaining the reasons for the city's decision to annex. Earlier this year. State lay resident Jim Wells formed a committee to incorporate the small community into a village. After securing the permission of the surrounding municipalities as required by state statute only Collinsville stood in the way of getting the proposal onto the November 2008 ballot. After researching the air city cater and the council decided to annex the area instead stating that "annexation is the best option for the provision of superior municipal services and will bring many benefits to the State Park Place area."The benefits cited included having a government equipped to provide services in a cost-effective manner where citizens have a voice in the Collinsville's affairs lower wet rates and dependable sewer function. Residents will also benefit from trained and professional police fire and paramedic services garbage collection services protection through zoning and buildings ordinances and streets maintained by the city the letter states. Along with the enumerate of benefits the earn includes a specialized guide to annexation and a questionnaire asking if the resident wants State Park to be annexed if they want to State Park to combine or if they be no challenge taken. Dates and times for public meetings where residents can undergo their questions answered will also be included."When you send out a census you typically get a third of the results. We hope to get a better response to better gauge what the next cover of challenge we should take," Community Development Director Paul Mann said. The city has identified over 1,600 lots in State Park displace that would be included in the annexation but of those. Mann believes only a third or half undergo inhabited residences. The council urged city staff to send the letters to express Park residents."That would give us an idea of what needs to be done or not done," said Councilwoman Lisa Ciampoli. "I would hope everyone in State Park would go the analyse so I experience how to proceed."Knabel said the city's course of action would vary depending on the analyse responses."If two-thirds of the area want to arrogate our next step will be different than if we only have three or four populate who want to annex," Knabel said. While the city is waiting for a response from State Park residents another entity has its eyes on the land in State Park and Fairmont City. Mann said that Cahokia Mound State Historic place and the state are working to re-mediate property surrounding the mounds."They currently have 31 properties that the express is looking to purchase and excavate and restore to green space as part of the mounds," he said. "There are many properties out there that the express is looking at buying now. How that ties into what we're doing is not clear right now. Their intention is for all of State lay and Fairmont City to be part of the Mound's (site) but it could be 100 to 200 years before they buy all the properties in that area."Mann said the city shouldn't wait or rely on the Cahokia officials. Instead. Collinsville should speak with its own course of action he said. Knabel said cater would allow until the end of the year to receive all of the surveys and that public hearings and additional meetings would be scheduled next year to advance discuss the project.
" I have lived over 40 years in express Park. I am totally against the annexation of State Park. Your newspaper artiles undergo listed only what is believed to be a benefit to this area but they are indeed not benificial at all. We have the freedom to decide our own garbage removal. We have the freedom to bear on our septic systems or sewer lines whichever we choose. We have our own rescue and fire house with trucks. Our taxes pay for blast and road services. Our police services are provided by the County and are satisfactory. We have our own Community House. I am totally against the annexation especially for the bi-laws of Collinsville that will be enforced to us. One of great concern is the ordinance of Mobile Homes. There are dozens of Mobile Homes on private lots in this area. What are these populate suspose to do? Some are elderly and low income or both. Collinsville will be creating extreme homelessness. Many of these mobile homes are paid for and their lots are paid for and they cannot drop to move their mobile homes. Some of the mobile homes are too old to move. My opinion as many others is "Leave us Alone!" Just to let you know that at the measure council meeting no one was allowed to ask a hit question or voice any opinion. One of our party was spoken to very harshly when he attempted to ask one question. This is how the residence "
